For Dubai it being Knowledge and Development authority ( KHDA). www.khda.gov.ae
For Abu Dhbai it being Abu Dhbai Department of education and knowledge (ADEK) www.Adek.gov.ae
For Sharjah the concerned authority is Sharjah Private education Authority (SPEA) www.shj.spea.ae
The rest of the emirates it is the correspeonding Ministry of education Departments.
In addition oyu would have to get aprpoval from the local ecnomic department, Civil defence , Helath authority etc.
