KHDA's Six Stages for Opening a New Private School
KHDA describes the following stages in Part A of its school establishment guidance (pages 10–15). The steps below distinguish what the investor must do from how Olmec may help.
Stage 1 – Connect with KHDA
Investor: Discuss the proposed school with KHDA's Investor Relations team. KHDA considers strategic alignment with Education 33 (E33), location and demand, fee affordability and educational quality. The guide does not prescribe a fixed Stage 1 document checklist.
Olmec support: Initial concept note, curriculum and fee positioning, location review, investor briefing and assessment of the project's planning assumptions.
Stage 2 – Investor Declaration
Investor: Once KHDA confirms initial alignment, complete the Investor Declaration covering shareholders, management structure, governance, proposed school details and initial approval from the relevant commercial licensing authority. Some details may be provided later. KHDA indicates feedback within three working days.
Olmec support: Collate investor and school details, develop supporting descriptions and coordinate the Stage 2 submission package with the investor's legal and licensing advisers.
Stage 3 – Register with KHDA's E-Service System
Investor: Register on the KHDA e-service system to access the application process.

Stage 4 – Submit and Defend the Education Plan
Investor: Submit the Education Plan and supporting documents at least one year and three months before the intended opening academic year. A KHDA expert panel reviews the plan and conducts a viva. Investors may make up to two further submissions after the initial submission.

- Management agreements where an external school operator is appointed, and evidence of educational standards in existing schools where applicable.
- Executive, governance, principal and senior/middle leadership organisational charts.
- Opening-phase and full-capacity plans for premises, facilities, furniture, fixtures, equipment and learning resources.
- Pre-opening and operating financial plans, fee structures, staffing and salary scales, break-even calculations and alternative enrolment scenarios.
- School-specific policies covering safeguarding, safer recruitment, admissions, inclusion, curriculum, teaching and assessment, Emirati provision, IT and AI use, HR, complaints and business continuity.
- Additional governance and contractual documentation for international school branches, where applicable.
KHDA requires a nominated educational expert to act as a single point of contact and participate in the viva, while the investor maintains accountability. The application should explain how educational expertise will continue through planning, construction, recruitment, opening and subsequent quality assurance.
KHDA Education Plan Viva, Feedback and Approval
Following submission, KHDA invites investors and their educational experts to a formal evaluation interview. The guide describes a 15-minute presentation and a minimum 45-minute panel interview. KHDA provides written feedback within ten working days of the viva. Where revisions are required, a maximum of three submissions is allowed in total; if the third is rejected, an investor must wait one full year before reapplying.
On approval, KHDA's Initial Approval is valid for one year, with a possible one-time extension of up to six months, subject to the applicable conditions. This is not the same as the final Educational Services Permit.
